I managed to get veteran conscripts somehow.

I believe it had something to do with them being with my command squad at the time.

Not really a bug mate, as they're meant to gain veterancy. It's just rather pathetic for them.

I think you are confused because conscripts used to have no vet. Since then, however, they have changed it and given them mediocre vet

They are able to receive vet. Probably was confusing because of earlier versions.
Not a bug.
