Sniper + Observer Team Synergy

Not very big change, but I think that observers should serve more of a purpose for snipers, other than just sight.  Perhaps a very small aura that gives snipers an increased range/fire rate bonus?  It would make observers more useful and used in games.

The spotter has received an overhaul and the units have had some general changes to them.

The next patch should be out soonish  :-[
