War Goal + Let Germany do all the work doesn't count! If so I managed to capture Germany/Italy with Canada :P (as no allied member actually has a war goal on them only me).
Most people don't care about command structure (HQ's) however in large operations they guarantee the flow of further supplies. In addition the leaders share their abilities on every division/HQ under them which basically means a "Logistics Wizard (-25% Supply Consumption) however it will split the effect on those units, example:
You got a XXX HQ (Corps(3 Star HQ)) which has 5 divisions under it. If the leader of the Corps has the "Logistics Wizard" ability every division will have -5% Supply Consumption. Keep in mind that the Corps has the full effect which is -25%.
Furthermore there is another effect called "Commando" which gives you a "+20% Out of Supply Bonus" which means the divisions will fight with better efficiency if they run out of supplies.
Then under technology you are able to research for example "guerrilla warfare" which will decrease the Supply Consumption of HQ's (there are a lot of other things to research to increase Supply Throughput as well as decrease the Supplies Transfer Costs).
Another possibility are politics -> Heavy Industry Emphasis -> Minsters that decrease Supply Consumption by 10% and Ministers that increase Supply Production by 20%.
Last but not least the strategic effects, there are a lot but only a few will actually give you better supply throughput and more ressources. The last thing are strategic ressources = horses = 20% better supply throughput.
