Give Moscow an Option to Not Rain

It would be great if you could turn off rain in the 1v1 player map Moscow.  Rain slows down the game making the map it less attractive to play on.  It looks really cool and all but I like my game to run consistently 99% of the time.

Moscow is a bad map anyway. Strange shot blocking and too much heavy cover.

I'll see what I can do regarding the next patch.
