Question Regarding Conscripts, Also Doctrine Idea(Edit)

From what i read, Conscripts cost no population to keep.  Wouldnt that cause a serious problem if one were to build up say 50 upgraded Conscript squads?

Edited- I was thinking, maybe in one of the doctrines you could give the Russians the ability to retreat (Kind of like the German forced retreat but to use on your own men), would cost munitions to do it.  Just a thought.

No need to retreat conscripts. It is less hassle and a similar price to simply make them lead an assault.

But even upgraded, a well placed machinegun, mortar or flamethrower could eliminate conscripts in seconds.

On the retreating option i was thinking more of the higher tier infantry, rather than conscripts.

im just hoping conscripts are good enough to actually use, but bad enough so the lack of population  cap dosent make them overpowered.  You guys seem to know what you were doing though, i just wanted that cleared up for myself.
