Can the Eastern Front Mod be played if you have a different smaller mod already installed and working?

It depends what the mod is. It isn't recommended, but there wouldn't be a great deal of harm in trying.

You cannot play both at the same time, but the Eastern Front mod can be installed at the same time as other mods

What about Europe in ruins? Are there any plans for a soviet faction?

There are currently no plans to release any of our work in collaboration with other mods.
