What happened to the NKVD/Penal Troops

I haven't played in a while and i just updated the game today. Are the Penal troops still in game and I'm not seeing them or did you guys just take em out. I know they're an upgrade on conscripts but Idk I can't find it.

Urban doctrine can get full rifles upgrades on each conscript squad after unlocking "For the Motherland".

Strafynie or NKVD are returning in 1.6 as well in another way.
