A dumb question. <_>

Ok so I can't find the upgrade to give everyone in the conscript squad mosin nagants... I know it should probably be in the armory and I can't remember off the top of my head what the armory upgrades are, but I remember searching through and reading the descriptions of each upgrade and not finding a rifle upgrade. Any help please?!?!?

Since the most recent patches Conscripts are unable to get the full compliment of rifles unless you use the Propaganda Doctrine and get the "For the Motherland" Doctrinal Ability which also unlocks Full Rifle Upgrades for each individual Conscript Squad.

Its basically part of urban doctrine, first left side ability  :P

so basically as soon as you get "For the Motherland" all conscripts get full rifles? Sorry for my obliviousness but I can't test it right now. Thanks for the answers! 

No, as soon as you get "For the Motherland", all Conscripts get the possibility to upgrade with full rifles, you have to do it squad by squad.

Basically: Once you get "for the mother land" you can buy full rifles for each of your conscripts for 50 muni each

I believe you also need the Armoury.

No you dont need the armory for full rifles AFAIK. Just FTML

I bought it (once) playing against a comp but I cant imagine anyone actually buying it in a competitive match against a human player. Having +4 rifles just isn't worth it for a single Conscript squad who is bound to die and is meant to absorb hits for the CS squad and to cap crap :P. I mean DP LMG and PPSH cost 60 muni and they are way better. And spending 50 muni is like 2 mines or delayed upgrades (from armory)

Well, without the ability to upgrade conscripts Soviet T1-T3 would be extremely difficult. It kind of is at the moment, considering it requires a specific doctrine, but I think GLD mentioned somewhere they're changing things around in regards to conscripts.
