Command Squads not showing some abilities why?

As new to this mod i was wondering if this is a bug or what? When I create the Command Squad at the beginnning of a match, they show 3 habilities: Light Artillery, Charge and the third one which requirres veterancy.

The two first ones are grey and they only say: Recharging 90 secs left. Both of them: LA and CH. But during the game they are never shown available to use. Can you please tell me if im missing something or this is a known bug? In the habilitie details it says nothing about you need to upgrade something, or do something before using them....

As they need recharge time to be used, when disabled not show the requirements. Need vet1.

I just made a work around for that, now the ability will show the vet requirement.
