Why aren't frontline Commissars coming back for the Red Army faction?

Why aren't they? I remember BlackBishop saying he was trying to find a way of them getting one when they receive vet. As of 1.5, I don't think they receive veterancy anymore. I think they can get extra Mosin Nagants via Urban Combat Doctrine with for the motherland and the armory. Is there a reason why frontline commissars won't be coming back? Is it because the role of frontline commissars faded away early in the Great Patriotic War or what?

To put it simply we have too much stuff and that is a minor thing compared to the other things to be added.

This explains a lot. In terms of balance, 1.5 USSR seems to be the best soviet faction. Disregarding balance, I prefer 1.31 USSR. Still have commissars, and Guards still have SVT 40s.

Guards can obtain the SVT-40 upgrade individually, with the Shock Guards upgrade they gain both the DP-28 LMG that can fire while moving and the option to upgrade to PPS-43's instead of SVT's.

Navals also carry SVT's.

Or maybe the commissar can come as a doctrinal unit ? When you choose the Propaganda doctrine and purchase the Red tide the Conscript squad will gain Commissar equipped with ppsh upgrade for about 75 manpower and 25 ammunition.
