Population increase upgrades removed?

In 1.301 all factions had a population increase upgrade availability.  In 1.4 it only appears to be available for the Americans.  Was that the plan?  It doesn't seem fair to only have Americans with high pop cap capabilities.  Were the pop cap increase upgrades removed for 1.4 for a reason?

We never have such upgrades. If any of us (Robotnik, Crasius or me... Dragon, Cope and Rizz were busy) would add something as controvertial like that you can be sure Zerstörer and Rizz would be spanking us until the next update rolled out with Dragon taking pictures of it ;D.

US have been always had an upkeep reduction upgrade, that's all. The only faction that increases it's pop cap would be brits through Lt. vet. though.

Yeah, i don't get this either... Do you mean when you capture territory, or what? ???
