I would be worried if that were the case. Although nothing they've done so far has shown them to be stupid in any way so we'll just have to have faith they're already changing it.
While we're on the subject of propaganda...
I personally think the ability to build mgs and trenches should be combined into the one power on the right side. Then have some sort of passive infantry bonus or a heavy AI/AT infantry on the left (since left side focuses on infantry tactics). I think that side needs to be a little more appealing early on as pretty much everyone goes for katyushas on the right.
Soviets also currently lack a heavy infantry callin, similar to rangers or stormtroopers, that are able to perform both an AI and AT role. This role is very important in opening up new strategies as it provides an opportunity for stop-gap AT in strats such as T3 blitz. The strat is simply too risky without it. It would also spice up the infantry options seeing as the only AT infantry for Soviets are cheap spammable tank hunters or a secondary option with guards. Having a reliable heavy AT squad would increase the variety of Soviet ground forces.
The final reason is that is makes sense to combine the trenches and MGs into a single power as they are both defensive in nature, work well on the arty side (RHS) and neither is really worth 1 point each.
Of course, the infantry would have to be worth more cps than 1 so a little rearranging of the ability cp costs on the LHS would be in order.
