Yes, I have sometimes the same problem, but I thought it is because of my bad computer.

I don't know why but all new rewards units aren't translated into my language (french).

When playing as Americans with armor command tree.  I upgrade my infantry halftrack to the quad 4.  The vehicle appearance stayed the same, but it was in fact upgraded and would fire at enemies.

I'm sure most of them who play CoH do it. Fortunately for me French, Italian and Spanish languages are similar 8).
