soviets don't retreat? -they do in my skirmish games

i've played against the soviets quite a few times in skirmish mode and have seen them get the little red exclamation bubble and retreat several times when i've hammered them pretty good, including the commissar. ?????????

this was caused when trying to make the wehr propaganda war ability useful vs. red army. but retreat will be added in one of the next patches.

Yea, I play as the Ruskie's and have no problem retreating.

This issue has now been addressed with the 1.2patch
