Not able to always build infantry

Sometimes in game the mustering tnt weon't let me produce any infantry (no, i'm not at my pop cap either before anyone asks). Is there a conscript or infantry limit that I'm not aware of or is this a glitch? Anyone else having this problem?

You can only build 5 conscripts. Is that what your building?

Ah ok I didn't know that, but ok that's fine. But I get this thing when even if i've built 5 conscripts it won't let me build any other units from the mustering tent.

Describe the bug exactly. Do you start the game, build a barracks and you immediately can't build anything or are you able to build some things for a while then suddenly you can't? Are you researching any armoury upgrades at the same time? Maybe attach a replay so the tech guys can see what's happening more reliably.
