Abandon?
Not sure if this would work but is it possible to have a weapons crew abandon a weapon through an abandon button (so they move faster) and then reinforce them and have reinforcement give them a new gun? Like I said I don't know if this is even remotely possible but it was just a thought to maybe help with the recrew issue.
