[1.11]Officer Squad Arty

Its damage vs buildings is broken often taking down full health buildings in one barrage.  Ive reproduced this many times.

agreed with commander arty being too powerful in early game, but the upgraded command arty should be about the same

Yeah that's something I've added in previous patches to fix but has somehow...eluded the nerf bat. I'm sure it won't avoid it next time....
