This Tier can be Italian (i know they surrendered on september 8th 1943) Hungarian or Romanian.
Same units, different skins and voices.
It would be a swapped Tier I.

1. Italian/Hungarian/Romanian soldiers - inf target:
5xrifles
60HP
280MP
Lmg upgrade. (No smg upgrade becouse it would be another volks squad)
  1 lmg (re-skinned bren)
  50ammo

2. Italian/Hungarian/Romanian motorbike - motorbike target:
150HP
180MP
Spoting unit
Light MG upgrade
  50ammo.

3. 47mm AT gun - Can fight light armor (up to Stuart):
220MP
55 range
1xPistol
Anti infantry ability or camo.

4. Sticky bomb/AT granade upgrade (same as US/PE).

5. Motorbike upgrade:
200MP/20fuel
Binoculars ability/Camo ability/Can cap points.

6. 6 man squad and 4 man AT gun upgrade.
200MP/20fuel.

The motorbike can be changed to a scout car. Different "home made" model for each army.
