Regarding the possible Reward vehicles

I was curious as to how this would work exactly, would I need to acquire Tales of Valor for me to be able to access the Reward vehicles?

Nah, just the latest patch. (going off beta experience :-X)

I know this is off topic, but there's no given date as to the release of the new patch is there?
