Cant Play Without Internet

I just installed the mod on my other PC without Internet
However when I went to play a skirmish the russian option was their but said I cant play them.
Do we need internet to play even a skirmish?

You must have teh lateast patch (2.601) of CoH

I have the latest patch on this but still doesn't lt me play them
