Soviets and Ostheer are 'Locked'

I want to immediately state that, yes I have read a few other posts and while they seem similar (Maybe they are, I just can't tell.), I figured I'd go ahead and post this. If it is unnecessary, I apologize beforehand.

So,  after a good deal of time trying to figure out how to install the mod correctly in the Steam Apps in Program86x--I can get it to load up, no problem. The problem is, the Soviet and Ostheer factions have red locks next to them when I go to play Skirmish which is how I usually play. It also states that I can not make that selection in a dialog box when I do go ahead and attempt it anyway. (Say no, and I'll want to push the shiny button more.)

Thus, I am at an impasse. The game works--kinda. But I really want to play the Reds. I do have OF, Steam CoH, and ToV along with their working mods that require one or more of those to play them, in a similar manner of Eastern Front. Any ideas?

This is caused by using an unsupported Company of Heroes patch (a patch before 2.700). Please update to the latest Company of Heroes patch (2.700).

It is recommended to have the latest version of CoH (that would be Company of Heroes New Steam Version in your library) to play EF. We do not support older versions of CoH with EF.

The game is up to date. As far as EF--I can't find a version 2.700. Even on the main webpage: easternfront.org it only has 2.30.

As said above if your CoH version is not up to date EF won't work. Which means you are using a pirate version of the game, which we don't support either.

How is it a 'pirate' version if it's from your groups website? That doesn't even make any damn sense. And as I have said, it is up to date. I just recently downloaded the steam version, patches and all.

I think this is a misunderstanding.
When you have a legal copy of CoH you will have access to the "New Steam Version".
Your steam library should look like this:

The installed New Steam Version is CoH 2.70x.
With the running steam version you can download and install the last CoH:EF version.
Check the installation path. It should be use the "New steam version" folder called "Company of Heroes Relaunch".
