how do I unlock the soviet forces to use in skirmish game?

Using the latest version of Steam or retail CoH.

Might controls everything, and without strength you cannot protect anything. Let alone yourself...

just to add to the above, you need to launch the game using the eastern front launcher, not the coh one.
