The need for fire base

I think the defense doctrine really needs the Firebase, without it is really difficult to get a defensive barrier.  Ostheer owns the field artillery, incontestable thing since Katyusha and SU-76 can not be built quickly.

You have the best non-doctrinal mortar and a good pushing power. Keep moving and dont wait for the "kill them all" strike.
Propaganda doctrine is now one of the best doctrines to play without boring artillery spam.

Indeed. Not only is the firebase too reminiscent of the british howitzer emplacement and artillery doctrines (US INF, PE HUMMEL, BRIT ARTY), but it feels like an overkill, not to mention it takes away the originality of the soviet union faction itself

It was a harsh decision, but we had to cut off some artillery power from soviets overall. Compared to all other allied factions soviets have overwhelming amounts of arty - heavy mortars (which got buffed), su 76, katyusha, god of war, KV 2 arty barrage and spotter artillery. That's even more than brits have. The firebase on top was overkill. I also miss it sometimes, but we wanted to remove some of the artyspam, especially in teamgames. Going defensive t2-t3 strategies as soveits with heavy mgs, strafnies and guards lead to massive arty spam.

You need to keep in mind that many soviet units received buffs in combat power, and their veterancy is now on par with other factions, so soviets have more pushing power by default, even without artillery.

As a reward unit - no. We're investigating ways to put it in again, though. At the moment we're collecting concepts for soviet reward doctrines, and one concept features a defensive-fortress-gameplay style that revolves around emplacements. If we choose to include it the firebase it's likely that it will be featured in this very doctrine.
