Soviet commissar veterancy bonuses?

I know that the Soviet commissar grants bonuses to ALL units of the team, but what exactly are the stats that are boosted? Can one of the devs give a more precise chart or something?

"Our tanks are far better than that cheap Allied scheisse!"

+5% damage with offensive vet and -5% received damage with defensive vet.

Full 3x offensive bonus is 1.05x1.05x1.05 = 1,156 more damage/less received damage. Also, vet 1 and vet 3 boost your manpower income.

Abuse is abuse and has to go.
