1.8.0.0. Russian UI. Glitch?

1.8.0.0. Russian UI. Glitch?

This image is of what comes up when I begin playing as the Russians in 1.8.0.0. Abilities can't be used. Those 4 boxes appear every time I try though. Is this a glitch, or just me missing a few files?

Might controls everything, and without strength you cannot protect anything. Let alone yourself...
